Import duty on parcels going from Dubai to mainland China depends on what you send. China's General Administration of Customs (GACC) classifies every item by its HS code and applies the matching duty rate, so a phone accessory and a machine part are not charged the same way. Duty is assessed on the CIF value โ the cost of the goods plus freight and insurance โ not just the price on the invoice.
As an indicative guide for 2026, most goods carry an import duty in the rough range of 0% to 15%, on top of a standard 13% import VAT. Personal parcels may instead be handled under the cross-border e-commerce or postal-articles rules, where a low-value allowance can reduce or waive charges on small orders. The importer of record โ usually the receiver in China โ pays the duty and VAT before the parcel is released. These figures move, so always confirm the current rate for your HS code on the GACC website before you ship.
Clearance in China needs a clear commercial invoice, an accurate goods description and the receiver's ID or company details. It is far cheaper per kilo, but plan for roughly 12 to 25 days port to port, plus handling at both ends. For a one-off box of goods, the sea saving disappears against the wait.
