Customs Duty Dubai to Bangladesh: How It Works

When a parcel arrives in Bangladesh from the UAE, the NBR often charge several layers: customs duty by HS code, 15% VAT, a supplementary duty on some goods, and advance income and other taxes. The combined incidence can be high, so understanding the breakdown helps you quote accurately.

How Bangladesh import charges are built up
Bangladesh applies multiple charges on imports, starting from the assessable value (goods plus freight and insurance). The HS code sets the customs duty, and VAT and other taxes stack on top.

In order: customs set the assessable value in taka, apply customs duty by the HS code, add supplementary duty on selected goods, then charge 15% VAT on the value plus duties, plus advance income tax and advance tax. Because several charges stack, the total incidence on some goods is high.
The de-minimis and gift allowance
Bangladesh's duty-free allowance for commercial parcels is low, so most shipments attract charges from a modest value.
Small genuine gifts to individuals may pass with minimal charges, but commercial goods get no such relief, and luxury or restricted items attract high supplementary duty. Confirm current thresholds and rates with the NBR.

BIN: personal vs commercial
Whether the receiver in Bangladesh needs a business identification number depends on whether the shipment is personal or commercial.
- Personal / gift shipments to an individual can usually clear without a business number, but still attract duty and taxes above the small allowance.
- Commercial shipments โ goods for resale or business use โ require the importer to hold a Business Identification Number (BIN) and often an import registration certificate.
If you are selling to a business in Bangladesh, confirm they have a BIN before you ship โ commercial clearance needs it.
How to keep duty predictable
You cannot avoid legitimate charges, but you can stop them becoming a surprise that kills the sale.
- Get the HS code right โ it sets the duty (and often the tax) rate. A wrong code means a wrong quote.
- Declare the honest value โ under-declaring risks penalties and reassessment by customs.
- Check for supplementary duty โ luxury and selected goods carry a supplementary duty that can dwarf the base customs duty, so classify the item carefully.
