Customs Duty Dubai to Canada: How It Works

When a parcel arrives in Canada from the UAE, the CBSA charge in layers: customs duty (by tariff), federal GST at 5%, and often a provincial sales tax on top. How Canada import charges are built up

Canada does not charge one flat rate โ€” it stacks customs duty and sales taxes, starting from the value of your goods including freight and insurance (the customs value). Your province decides whether GST alone or a combined HST applies.

In order: the CBSA set the customs value in dollars, apply customs duty by the tariff code, then charge 5% GST on the value plus duty. The CAD 20 de-minimis threshold

Business Number: personal vs commercial

Whether the receiver in Canada needs an import/business number depends on why the goods are coming in.

  • Personal / gift shipments to an individual generally do not need an import number, but are still subject to duty and taxes above the CAD 20 line.
  • Commercial shipments โ€” goods for resale or business use โ€” require the importer to hold a Business Number (BN) with an import/export account from the CRA/CBSA.

If you are selling to a business in Canada, confirm they have an import BN before you ship โ€” clearance stalls without it.

How to keep duty predictable

You cannot avoid legitimate charges, but you can stop them becoming a surprise that kills the sale.

  • Get the HS code right โ€” it sets the duty (and often the tax) rate. A wrong code means a wrong quote.
  • Declare the honest value โ€” under-declaring risks penalties and reassessment by customs.
  • Know the destination province โ€” provincial tax changes the total, so a parcel to Alberta (GST only) costs less tax than one to Ontario (HST).
