Below that, most parcels clear duty-free, though the duty rate above the threshold depends on what you send and its commodity code. Import VAT is the part people forget. Since the EU dropped the low-value VAT exemption in July 2021, there is no VAT-free threshold, so German import VAT at 19% (indicative for 2026) applies to almost every parcel, even small ones. The โฌ150 line is about duty, not VAT. VAT is charged on the goods value plus shipping and any duty. Usually the receiver in Germany settles it before the courier releases the parcel, though it can be pre-paid.
For personal parcels you rarely need paperwork beyond a clear invoice. For commercial shipments a German EORI number is required, and the goods need correct HS codes and declared values. It is far cheaper per kilo but slower, usually three to five weeks port to port, plus inland delivery to your German address.
