When you send goods from Dubai to Italy, they enter the EU customs union, so the Italian Customs authority (Agenzia delle Dogane) assess them on arrival. Customs duty is only due once the goods value exceeds €150. Below that most parcels clear duty-free, and above it the rate depends on the commodity code of what you shipped. For everyday goods like clothing, leather items and gifts, duty rates are generally low.
Import VAT is what catches most people out. After the EU scrapped the low-value VAT exemption in July 2021, there is no VAT-free threshold, so Italian import VAT at 22% (indicative for 2026) applies to almost every shipment, whatever its size. The €150 figure is a duty threshold, not a VAT one. VAT is calculated on goods value plus shipping and duty, and the receiver in Italy normally pays it before the parcel is released, unless pre-paid.
For personal parcels a clear invoice listing contents and value is usually enough. Commercial shipments need an Italian EORI number and accurate HS codes. Air express handles most Dubai to Italy shipments because it is fast and straightforward. A parcel picked up in Dubai usually reaches Rome, Milan or Naples in 2–4 days, customs cleared and delivered to the door. It works well for documents, samples, gifts, electronics and loads up to around 50–70 kg.
Sea freight is the smart choice for bulk goods, furniture or a full move. It costs far less per kilo but takes longer, typically three to five weeks port to port plus inland delivery to your Italian address. For just a few boxes, air normally comes out ahead once handling is included.
