Five situations where a certificate may be required
Ask the importer before shipping. The requirement usually comes from destination customs, a preferential tariff claim, a letter of credit or bank, a government/tender contract, or a regulated product process. The commercial invoice, packing list and certificate must describe the same transaction consistently.
Preferential and non-preferential certificates are different
A non-preferential certificate proves the declared origin for normal trade, marking or buyer requirements. A preferential proof supports a lower tariff only when an agreement applies and the goods meet its rules. The UAE Ministry of Economy service presents certificate options according to the destination and agreement.
Re-exporting from Dubai does not create UAE origin
Origin normally follows where goods were wholly obtained or sufficiently produced—not the warehouse or port they passed through. Relabelling, repacking or storing foreign goods in Dubai does not by itself make them UAE-origin. Use the original origin evidence and confirm whether a re-export certificate or other document is required.
How to check before dispatch
Send the importer the HS code, manufacturer, country of manufacture, invoice and proposed shipping terms. Ask which certificate form and issuing authority they need, whether preference is being claimed, and whether an original, electronic record or verification link is accepted.
